Being a telepath means there is always a new challenge.

Eighteen-year-old Amber is the youngest of the five telepaths who protect the hundred million citizens of one of the great hive cities of twenty-sixth century Earth. Her job is hunting down criminals before they commit their crimes, but this time a simple case leads on to something far bigger.

This is a case where Amber’s team have to face the unknown and break all the rules they usually follow. Lucas must take centre stage, while Amber has extra burdens she can’t share with anyone. She has a personal mystery to solve, and questions she wants answered, but curiosity is a dangerous trait in a telepath.

Plot Summary[]

Hurricane begins almost immediately after Defender ends. Amber and her strike team go straight from Fran's funeral to an emergency run that Morton had to hand over due to his physical difficulties. Despite difficult physical challenges in the beach wave machinery, Amber's team manages to save the life of a ten-year-old girl enjoying her Freedom Day.

Amber meets Morton via their secret communications channels. Soon after, Morton requests that Amber take over the responsibility for the Hive's sea farm. The sea farm is currently experiencing an extremely difficult case - dangerous traps and murders with no obvious suspect(s). Despite Lucas's concerns for Amber's safety, Gold Commander Melisande insists that Amber's entire unit go to the sea farm to solve the problem as quickly as possible. If they do not solve this case, the sea farm will be out of compliance with Joint Hive Treaty and the Hive will be sanctioned. This is especially urgent because Morton needs a life-saving operation that requires medical assistance from another Hive.

Amber's unit quickly realizes that everything about the sea farm is foreign to them - from the houses Outside and reliance on archaic manufacturing methods to the lack of level designation and amiableness towards other Hives' citizens. The unit - Lucas's Tactical Team especially - must challenge their assumptions and adjust their tactics to solve this case.

The investigation reveals there have actually been three targets. The first two set the traps, but died at the hands of the third target. Lucas and his team successfully lure the third target into a trap. To their surprise, the third target is a ten-year-old girl who lacks the ability to empathise.

Throughout the book, Amber and her unit meet several new and old faces. She discovers that Atticus from her Teen Level corridor group is the surgeon who operated on Eli's leg and who will perform Morton's life-saving operation. The unit gains an understanding of the sea farm through Admiral Tregereth, the Sea Farm Admiral, Cador, head of Sea Farm Security, and Juniper, a courageous and intelligent seventeen-year-old. Amber also learns the dangers of abusing her position through Tressa, the Admiral's wife, who knew Morton in the past.

Finally, Amber learns many new facts about her Hive as well as the people, places, and ideas beyond her Hive. She realizes that sea farm minds are difficult to read because they are aware of this greater world, and accepts this awareness for herself.
